The National Action Plan for Equality, Inclusion and Participation of Roma and Egyptians in Albania (2021-2025) was adopted by the Government of Albania on 18 November 2021.
The action plan was prepared on behalf of the Government of Albania by the Ministry of Health and Social Protection in close coordination with other responsible ministries, municipalities, independent institutions, international organizations, civil society organizations, experts and representatives of Roma and Egyptian minorities in Albania.
This plan is a new commitment of the government including both mainstreaming and targeted programmes and actions for the Roma and Egyptian population residing in Albania aiming to reduce the gap in access to quality public services in comparison to the majority population. The plan introduces an escalation of measures already implemented (during the previous action plan 2016-2020) and in progress and it also launches new activities to promote the integration of Roma and Egyptians with funds provided by the state budget, similarly, identifying the financial gap. The total estimated cost for the implementation of the NAP for Equality, Inclusion and Participation of Roma and Egyptians 2021 - 2025 is 4,868,288,376 Lekë, or 39,260,390Euro (78.8% by state budget: 13.7% by municipalities: 0.7% by donors: 6.8% financial gap).
The action plan is directly falling under the National Strategy for Development and Integration (under development), the National Strategy for Employment and Skills 2019-2022, the National Strategy and the Action Plan for Social Protection 2020-2023 and other sectorial and intersectoral policy documents. The action plan has seven priority sectors and its vision aims for “Creating appropriate conditions to achieve equality, participation and inclusion of Roma and Egyptian minorities in the Republic of Albania, in all aspects of social life, especially access to education, employment, housing, health and social services, to improve the quality of life and well-being, as well as to reduce the socio-economic and cultural gap between Roma and Egyptians on the one hand and the rest of society”. The plan is carefully aligned with the new EU Roma Strategic Framework for Equality, Inclusion and Participation 2020-2030 and Poznan Process.
